PRESENTMENT OF NUISANCES
1791


Carnarvon Borough in the County of Carnarvon (to Wit):

At a Court Leet, Court of View and Frank Pledge, and court for the Borough aforesaid, holden at the Guild Hall in the Town of Carnarvon in and for the said Borough, on Tuesday (to Wit) the Eighteenth Day of October in the 31st. Year of the Reign of our Sovereign Lord George the third now King of Great Britain and so forth and in the Year of our Lord 1791, Before

The Names of the Jurors now Sworn to inquire between our Sovereign Lord King and the body of this Borough are as followeth:-

Who upon their respective Oaths all say and Present as follows. Viz:-

We Present Mr. Hugh Ellis Attorney, Richard Garnons Esqr William Evans of the Dragon, Mr. Thomas Rathbone Plummer, Mr. Thomas Hughes Excise Officer, Morris Hughes of Brynteg, Col. Coole, Richard Williams Blacksmith, Harvey Stephen Jones Skinner, John Evans Blacksmith, Thomas Stanley Slate Manufacturer, William Evans Butcher, Mr. Wm. Jones of the Crown, William Thomas of Market Street and Robt Fleming Esqr for laying each of them a Dunghill on the Liberty of the said Borough.

We also Present William Price Esqr and William Roberts surveyors of the High Ways of the said Borough and Liberties, for not repairing Crown and Church Streets and for not oppening the Drain leading to Mr. Garnons's Feild at the top of Pool street: NB. The Water there overflows the Road & is dangerous on frosty Weather.

We also Present the Town Stewards of sd Borough for not repairing the Quay Wall opposite the Saw Pits and the Pinfold.

We also Present Mr. Morris Griffith Shoemaker for encroaching on the Land of the said Borough by building a Pig Stye thereon (the Nuisance of which is great, that the Dross, and Filth from it runs to the Neighbours's Houses.

We also Present Mr. George Bettiss for the like Encroachment and for laying a Dunghill Contigious to the same.

We also Present Hugh Blouthin for the like encroachment.

We also Present Samuel Price Esqr for laying Rubbish and Stones, and cutting two great Holes on the Way at Penditch, to the great danger of them that Pass and repass there in the Night.

We also Present Hugh Griffith Esqr Humphy. Lloyd Esqr and Mr. Thomas Rathbone for laying Rubbish on the Road at Penrallt.

We also Present Mr. John Ellis Merchant for puting and placing Timber near the Castle.

We also Present that the Stones that foll from the old House of Correction belonging to sd County, should be removed from on Penrallt Street.

We also Present that the great quantity of Dung and other Filth carried to the old Town Hall, ought to be taken away, for by reason whereof, divers hurtful and unwholesome Smells doth arise, and thereby the Air there became, was, and is corrupted and Infected.

We also Present that the Wall of the sd Hall is likely to fall, and that the same is dangerous and ought to be taken down.

We also Present ................ of ................ for placing Slates near the Greengate.

We also Present that no Ballast should be thrown under the Green, for it being a great Injury to the Harbour.

We also Present all and every Ale House keeper in the said Borough for retailing, uttering and selling Beer in Vessels made of earth, which Vessels are not Signed, Stamped, or marked to be of the content of the full Ale Quart or Ale Pint, according to the Standard thereof remaining in Custody of the Chamberlain of his Majesty's Exchequer, nor in proportion thereunto.

And lastly We the said Jurors do hereby humbly Show, That the like Presentments have been yearly and every Year since many Years past presented to this honorable Court, and no Notice nor Act Concerning the same have been hitherto taken or made. - That the Expence of every Jury yearly out of the Hand of said Borough is 13/ for Ale and 2/ for drawing Presentment. besides the Jurors's loss of time, and all this, to no use or purpose whatsoever, - and will be so, unless Presentments are given in force. - That on Account of said Neglect the Inhabitants of said Borough are become unrespectfull to the Laws and Articles of this Court, and the Jury a laughing Stock to the Publick in general.

We the said Jury do therefore Crave the Court to take the said Case into consideration, and that the fruits of their Oaths concerning this presentment may be put in force.
