PRESENTMENT OF NUISANCES
1827


We the Grand Jurors of the Borough Court of Carnarvon having been duly sworn to enquire into, and present the various subjects connected with and appertaining to the wellbeing and good Government of the Town and Borough, as well as to the state of the Corporate Fund, with regret have to state that great difficulties and impediments have been oppos'd to every investigation connected with the subject of the charge delivered unto us as Grand Jurors to be enquired into and that presentments made by former Grand Juries touching the extensive encroachments upon the Borough Lands as well as the numerous and plapable abuses in the management and application of the corporate Funds, have been to the great injury and detriment of the Borough slighted neglected and not attended to, either by the court or its officers. That fresh encroachments are daily made, that during the last Twenty Years large portions of the borough Lands have been encroached upon and several valuable portions sold or disposed of, without any credit as far as we can ascertain being given for the monies arising therefrom.

We therefore recommend a Public meeting of the Free Burgesses to be called without delay for the purposes of examining into the various existing abuses and for appointing a Committee of enquiry as to be the best methods to be adopted for correcting the same as well as to enquire into and ascertain the quantity of Borough Land disposed of, or encroached upon, during the last Twenty years The authority by which the same was disposed of, To whom disposed of, or by whom encroached upon, The value of the same and the purposes to which the monies arising from the portions sold or disposed were applied - And also to examine into the authorities under and by which the Corporate Funds have been expended during the last Six Years Given under our hands this 14th day of August, 1827
